iAnimalProtect is a plugin for your users to protect animals on their plots, and allow certain people to kill. It's a very easy-to-use plugin, and requires no editing or permissions whatsoever. You just have to put it in plugins/ folder, restart your server, and it's ready to go! It currently supports PlotMe, and will soon support iPlots, MyPlots, and more!
